ΒΕΤΑ SECURITIES: As European markets resume trading we expect investors to welcome last Thursday’s decision for €500bn EU funds support.

PPC: The company will announce FY 2019 results on April 23rd after market close. The company has reportedly experienced a 30% drop in receivables collection since the pandemic outbreak, while company officials fear that a prolonged lockdown could push the figure to as high as 50%. Same reports added that the utility’s securitization plan for a total outstanding debt of €1.5bn will be pushed back as the conditions are not favorable at the time being due to the pandemic.

Agenda:

Macros

Economy: EU finance ministers agreed a 500-billion-euro rescue Thursday for European countries hit hard by the coronavirus epidemic, but sidelined a demand by Italy and France for pooled borrowing.  The breakthrough came after the Netherlands softened its position on the crucial question of making countries in need commit to economic reform and outside oversight in return for assistance.

  • As a compromise, the final statement clearly states that the rescue would be specifically earmarked for costs related to the COVID-19 crisisThe ministers, however, set to one side a proposal from Italy, Spain, and France for a joint borrowing instrument, sometimes dubbed a “coronabond”, that would have raised money towards a recovery after the outbreak. Germany, has refused the pooled debt proposal and ministers agreed only to “explore” the idea under the direction of EU leaders, who are set to meet later in the month.

The main component of the rescue plan involves the European Stability Mechanism, the EU’s bailout fund which would make 240 billion euros available to guarantee spending by indebted countries under pressure. In addition to the eurozone rescue fund, the EU ministers agreed 200 billion euros in guarantees from the European Investment Bank (EIB) and a European Commission project for national short-time working schemes. Another €100bn will be used for employment support. Greece intends to make use of c€1.5 bn of the employment support programme, according to FinMin.

Greece/State arrears: State’s total outstanding debts to third parties rose further in February, amounting to €2.17bn, data from the Finance Ministry showed. State arrears rose €1.5bn from €1.42bn in the previous month, while unpaid tax refunds increased to €632mn from €612mn in January.

Greece/Unemployment: Greece’s unemployment growth rate stood steady at 16.4% in January, unchanged from the previous month, following a mild upward revision of December’s reading, seasonally adjusted data from ELSTAT showed. In January 2019, the respective rate was 18.5%. The number of people out of work declined to some 767.3K, while the number of inactive persons reached 3.22 million. The number of unemployed decreased 12.6% and 0.1% y-o-y and m-o-m, respectively. Job seekers aged 15-24 years old, and women remained vulnerable, with jobless rate averaging 32.4% and 20.1% respectively.

Greece/Industrial Production: Industrial production index declined 3.4% in February compared to a revised drop of 1.0% in the previous month, ELSTAT said last Thursday. The corresponding annual rate of IPI in February 2019 was +1.6%. On a seasonally adjusted basis, IPI declined 3.6% m-o-m in February. The February figures showed a 2.1% decline in manufacturing output, while electricity and water supply indexes were down 10.0% and 1.1% respectively. In contrast, the mining and quarrying index was up 17.7%.

Greece/Car SalesNew car registrations dropped markedly in March, 51% y-o-y with the number of new or imported second had cars amounting to 8,470, the statistics office of ELSTAT said on Thursday. Sales of new cars alone declined 60%. Sales of new or imported second-hand motorcycles-over 50cc- dropped 38% y-o-y in March, reaching 1,696, with the sales of new motorcycles falling 35.5%. In the January-March period, new car registrations dropped by 11% while new car sales were down 19%. In contrast, motorcycles sales firmed 2.4% during the first three months of the year, while new motorcycles sales were up 5%.

Greece/Travel Services Balance: Balance of travel services showed a surplus of €15.4bn in 2019, up from the year-ago figure of €13.9bn, according to final data from the Bank of Greece. In 2019, travel receipts increased 13% y-o-y to €2.1bn while travel payments reached €553mn, up 25%. “The rise in travel receipts in 2019 over 2018 was driven by an increase in average expenditure per trip by 48 euros or 9.9% (2019: €535, 2018: €486), as well as by a 2.8% rise in the number of non-resident inbound visitors,” BoG said in a statement. The number of inbound visitors stood at 34 million, up 2.8% y-o-y.

Greece/CPI: Greece’s annual EU-harmonized inflation slowed to 0.2% in March, statistics service ELSTAT data showed on Friday. The data also showed headline consumer price inflation down a clip to 0.0 percent from 0.2 percent in the previous month.

Greece/Economy: The European Union estimates that the Greek economy will contract by 8 to 9% this year due to the coronavirus pandemic, much higher than the government’s projections currently standing somewhere between 3-4%.

  •  Corporate

Greek Banks: DBRS Morningstar argues that Greek banks’ non-performing exposures reduction plans are likely to be disrupted due to the coronavirus pandemic. Recall that the banks have been targeting, through a combination of actions, to lower their combined NPE levels to nearly €15bn by end-2022.

Although the banks have been ramping up preparations to execute on these transactions swiftly, market conditions in recent weeks have deteriorated significantly, which typically translates into reduced investor appetite for riskier asset classes like distressed assets, DBRS reckons.

  • The agency believes that given the uncertainty in the timing of the execution of the NPE securitisations, the banks will have to continue, even accelerate, their efforts on the organic reduction front.
  • Still, “we view that – as elsewhere – the impact on the banks’ asset quality will largely depend on the duration and the severity of the Covid-19 pandemic, as the accommodative regulatory environment and the likelihood for ongoing fiscal measures will eventually wear out.
  • DBRS argues that given strengthened net earnings and improved capital cushions Greek banks have some additional room to absorb potentially elevated provisioning levels due to the Covid-19 pandemic and the economic slowdown.

In other related news a Basel Committee decision seems to allow European banks to defer for two years the impact on regulatory capital from the first application of IFRS 9, which, for Greek banks, results in regulatory capital savings of c€2.0 bn over the period 2020-2021.
