Daily Monitor 18-05-2020
- International sentiment renews optimism while the lift of restrictive measures in various economic sectors also provide support for a positive session.
Agenda: Aegean Conference Call; Iaso Kepenos Mills FY:19 results.
Macros
Greece/Economy: Greece is gradually lifting quarantine restrictions; organized beaches opened Saturday, amid a heatwave, and churches opened Sunday. On Monday, residents will be allowed to travel freely in the mainland and to and from the two largest islands Crete and Evia. Businesses such as malls and shopping centers, zoos and archaeological sites will also reopen Monday, as well as sports facilities for those over 13.
- In all cases, social distancing rules will be enforced and wearing masks is strongly recommended, but not mandatory, as it is in public transport. Middle- and high-school pupils (grades 7-11) will return to school Monday, May 18. On Monday, May 25, bars, cafes and restaurants will be allowed to serve clients on the premises, with patrons limited to 6 per table, except for families with children.
Greece/Budget Execution: State budget posted a primary surplus of €1.5bn in the January-April period, exceeding the target which is for €783mn in surplus, despite the lockdown impact and the state’s support measures which included deferral of tax payments. Still, Alternate Finance Minister Skylakakis warned that there is no room for “complacency” as impact of the lockdown measures will be fully felt in May and June due to the time lag effect between the real economy events and the tax revenues course. Preliminary data on a modified cash basis released by the Finance showed that state net revenues underperformed the target by 8.7% or €1.34bn, amounting to €14.1bn.
- Ordinary revenues, which exclude receipts from social security organizations and local governments, underperformed the target by €1.2bn, amounting to €15.4bn. The Ministry said April net revenues fell short of the target by €1.18bn on COVID-19- related expenses but also on the early payments of Bank of Greece’s dividend and the transfer of SMP/ANFA profits. ‘The real reduction of the net revenues in April stood at €399mn compared to the monthly target,” the Ministry said. Public Investment Budget revenues stood at €1.3bn, €153mn above the budgeted target, while state spending amounted to €18.2bn, €1bn above target, due to COVID-19 related payments.
Greece/Banking Sector: Greek banks’ dependence on Eurosystem funding, entirely though Long-term Refinancing Operations rose by €9.2bn m-o-m in April to €21.5bn, ECB data showed. Greek banks’ reliance on Eurosystem funding was €12.35bn in March and €7.6bn in February.
Corporate
Aegean Air: Top Management of Aegean will hold a conference call today to update on recent developments regarding its operation and give a briefing on current developments.
Note that Aegean announced that it will take the first step in increasing flight frequencies from May 18th to Heraklion, Chania, Thessaloniki, Alexandroupolis and then from May 25th to Rhodes, Corfu, Mytilene, Chios, Samos and the rest of the destinations of the internal network, according to a relevant announcement. Also, gradually until the end of May, it will proceed with the resumption of flights to some key European destinations.
- Specifically, it plans to resume flights from Athens to Munich, Zurich, Frankfurt and Geneva in May, with a low frequency at first. At the same time, it will increase flights to Brussels, the only foreign destination that has not been suspended so far. Aegean intends to gradually and carefully restore its network, with full respect for the national effort to control the COVID-19 crisis. For this reason, it is in cooperation with the competent authorities, to contribute to the formation of health protocols, with the priority of course the health and safety of both passengers and crews.

PPC: The union of Public Power Corporation workers (GENOP/DEH) has accepted a proposal from the utility’s management regarding redundancy incentives for employees with full pension rights working at the West Macedonia Lignite Center and the subsidiaries Meliti Lignite and Megalopoli Lignite that are being prepared for privatization. The proposal provides that besides the normal severance pay of 15,000 euros, an extra bonus of €20,000 per person will be offered. The previous Public Power Corporation management had offered a bonus of €10,000 per person, so either the financial status of PPC has improved considerably to allow for the doubling of the bonus, or the management has decided it is worth paying them double to see certain workers go.

The programs concern more than 400 employees across the various departments and subsidiaries of the group and will cost a total of €55mn, or about €130,000 per departing employee on average. The first program includes 230 workers close to retirement, while the second concerns another 200 who are not approaching retirement but who will be offered an attractive package in order to leave their job.
